Technology business cases fail board approval for predictable reasons. Almost none of them are about the technology. Most are about how the case is framed, evidenced, and positioned for the audience reading it.

Most technology business cases are built to secure approval. The measurement plan (how you will actually know whether the investment delivered its intended return) is treated as a follow-on activity that someone will get to later. It rarely gets to later. And that is why most business cases never close the loop between investment and outcome.
